These are VLC 3.0's shipped defaults, taken from VideoLAN's own hotkey table in the player's source and from the menu definitions of the two interfaces it ships: Qt on Windows and Linux, Cocoa on macOS. The media keys are mostly identical everywhere, while macOS swaps CMD in for the CTRL of the Windows and Linux builds — and in several cases, such as the subtitle and audio delay keys, binds an entirely different letter.
